A new name: EnoughType
The app was called Dictation, and for a day Typealoud. Because the name changed, this version is a fresh install: download it once more and give it its permissions again. Everything else stays as it was.
What has changed in EnoughType, newest first. The app looks for updates by itself and offers them to you.

When a version is too old to work properly, the app says so the moment you press the shortcut, and offers the update, until it’s installed.
The app comes as a disk image: drag it to Applications. A picture inside shows the three clicks it takes the first time macOS asks whether to open it.
Everything it needs is inside the app. The first time it opens, it downloads the speech model, 3.9 GB, once; the download picks up where it stopped if it’s interrupted.
What you dictated stays on this Mac for a while: the latest in the panel under Dictation › Recent, all of it under All ›. Copy one again, or, if you spoke the other language, have it transcribed again in the right one.
Hold the shortcut while you talk and let go, or tap it, talk as long as you like, and tap it again. No setting to choose between them. The shortcut can also be a modifier key on its own: right ⌘, ⌥, ⌃ or ⇧, or fn.
Press ⌥ Space anywhere and talk. Your words are transcribed on this Mac by Cohere Transcribe and typed where the cursor is. Nothing leaves the computer.
